How autism funding works in Virginia
Virginia offers three Developmental Disability Waivers through DBHDS and DMAS: Community Living (CL) for high, ongoing support needs, Family & Individual Supports (FIS) for those living at home, and Building Independence (BI) for adults who live independently or semi-independently with periodic support.
You begin by requesting a screening from your local Community Services Board (CSB), which uses the VIDES survey to assess functional eligibility. Waiver slots are assigned by urgency, so while you wait, options like the Commonwealth Coordinated Care Plus waiver and Individual and Family Support Program grants can help. The Building Independence waiver in particular is aimed at exactly the kind of independent-living growth coaching supports.
